Alas, we all know that at least one of the groups you listed will never accept any responsibility.I agree with this. Anyone who has been on an European away with City will know that the police abroad, particularly in Spain and France, can be pretty indiscriminate in their actions at times. Whatever your feelings about Liverpool as a club, you shouldn't want to see innocent match going fans getting tear-gassed, robbed or beaten.
As for who is culpable for what happened at the Stade de France, it's not really a binary question. I don't think you can solely blame the Liverpool fans, but equally absolving them of any guilt (as the media have been quick to do) is ridiculous. There's a lot of contributory factors, going all the way back to Klopp encouraging ticketless fans to turn up in their droves. Add to that the amount of fake tickets circulating, the lawless element of Liverpool's support, the issues with local gangs, UEFA incompetence and some heavy handed policing then it's no great surprise that there were significant problems on the night. Thankfully no-one was seriously hurt, but all sides need to accept some responsibility for what happened rather than seeking to shift the blame.

Yeah obviously I wasn't absolving anyone, what I'd like to find out, is who those copying them actually were connected too. It was clear for weeks that thousands were going to be there without, so it needs to come out who realised the killing that was to be made.Plenty knew they were buying fakes mate. I’m not saying everyone did but the way they were being advertised on social media, a hell of a lot did.
