When a riot takes place in the UK or the US, politicians in Western countries will demand that order be restored as soon as possible and all criminals arrested. Many people who spread that name didn't care If it was true and didn't care for the consequences.
That makes it okay for the police to throw you in a cell then for reposting an article! Others were charged for substantially the same thing.

I think you're talking about the law of libel, which is not a crime. You can get sued for it but it's only actionable by a real person. Ali Al Shakati wasn't a real person and didn't suffer any personal or economic costs as a result.
if it's spoken words it is slander. I think you know that falsely claiming an asylum seeker killed people incites violence against other asylum seekers. Why do you think asylum seeker accommodation was set on fire?
