"impacts on the ability of the opponent to play or challenge for the ball" challenging for the ball is a physical act which both defenders can still do in this case....they are close enough...they decide not to (which is a thought process)
"if the player moves into the way of an opponent and impedes the opponent's progress (e.g blocks the opponent)" - the keeper, and two defenders are not impeded
