As far as City are concerned don't think adding a new striker to the squad is essential anyway. Whether it could have been Van Persie or possibly anyone else.

If he saw out his contract at the Arse he would walk away on a free - seemingly losing them millions, but him staying for another season could be the difference in qualifying for the CL - if they don't get in this year it will have cost them a lot more money than letting him walk on a free!

For all van Persie's goals last season Arsenal were never in with a sniff of the title. And neither RVP nor Rooney scored against City in the league last season. As someone has already said it makes retaining the title that bit more difficult but I'd still rather be a City fan right now.
