Though if this work permit is indeed delayed because of this row, I can see their hand being forced to loan him out to another country at least until the permit is sorted.
I have a feeling we bid our time with Mangala just so 3rd party complexities such as this do not trouble us.
It probably wouldn't stop a work permit, but it would stop his premier league and FA registration as they wouldn't have complete ownership of the player.
I presume if he is not able to be registered in time for the squad to be submitted,next week then they can't register him until January.
