Correct. They didn't score enough goals last year. The defence is pretty solid, to be fair. But they had an awful lot of low scoring draws (like us), specially at the swamp, which did for them. They've got Lukaku in, but that's as a replacement for Jimmy Durante. Is their firepower up front much of an improvement from last season with bignose?
Possibly only in the fact Lukaku has more pace and will cause a different kind of problem with the rags favoured long ball.

Gabriel scored more league goals, despite not arriving till January and subsequently missing two months or so through injury.
