I've always thought almost the opposite. He seems to get nutmegged consistently or fumbles it if it is near a legs. One of the most common sights is him sat on the floor punching it after someone rolls the ball through his legs.

He usually is very good at shots hit straight at him as he waits and saves with his legs
In the shoot out he decided to gamble move early, while Russians hit it hard and straight.

Perhaps that is why he is so bad at it. It still feels like one of the weaknesses of his game though compared to other keepers and I would say a ball at or between your legs is 'straight at him'.
