Why wouldn’t Ten Hag speak to Ragnick?

It smacks of a weak leader to me. You may not want the guy in his role, or to work with him, but you’d meet him face to face to understand what he perceives the issues as being. Any role I’ve done, I’ve spoken with the last person in the job, to get an idea.
