Think he thought the quote was from 1984.

There‘s a little bit of doubt about it being Twain though. Some believe it’s from The Boss of Little Arcady written by Harry Leon Wilson.

Others believe a journalist wrote it in a piece before that though.

EDIT: it was apparently first said in 1948. Twain died in 1910.
