This looks extremely far fetched to me. As others have said. The rags are saddled with glazer debt and there is no way that you can borrow to finance this and service all that debt.
And a club about to finish within smelling distance of relegation.

I have never known and I never will know. Developers usually engage a Quantity surveyor for this kind of tedious shite.
