People think burner phones are safe, but even they can be tracked through IMEI tracking, because even if they aren't registered, the fact that they pinged a cell tower from the scene of a crime ties the phone to the scene. If the same phone pinged cell towers which pinpoint the phone to residential address then someone living at that address is now linked to the crime scene. IP address can also be used for tracking through WiFi, especially if its ever connected to someone's home WiFi.
