"VIOLENT CONDUCT
Violent conduct is when a player uses or attempts to use excessive force or brutality against an opponent when not challenging for the ball, or against a team-mate, team official, match official, spectator or any other person, regardless of whether contact is made.
In addition, a player who, when not challenging for the ball, deliberately strikes an opponent or any other person on the head or face with the hand or arm, is guilty of violent conduct unless the force used was negligible."
Q - Does it take negligible force to push a Premier League striker to the floor by his neck?
A - Now-a-days, probably yes
For me it's violent conduct all day every day, and if the ref didn't fully see it and just saw a tussle before a corner (like at every corner) then there needs to be either an intervention by VAR or at the very least a discussion with the VAR as to what the on-field ref actually saw.
But we're back to the old "transparency will only be achieved when the officials are mic-ed up and their conversations are broadcast live" territory again
