Your idea seems like a mix of Cricket and Rugby systems and ultimately I see it following along these lines. A big problem I would see with a Captains Appeal is how far back in play might the incident be. Perhaps a foul 90 seconds earlier before the goal?
Phases of play. You must appeal during or immediately after the phase in which the incident took place.

Found this explanation…

FFS, I am all over the place with this. Can anyone find any statement anywhere from anyone sensible that they did or didn't use the inertia sensor to precisely determine when the ball was kicked? Transparency. Wtf is that?

If they did it's a good call imo. If they didn't then they can't determine to a few mms where the ball was based on a manual review at 50ffs.

Naah, never mind. It knocked Germany out. It's all good :)

Like I said the whole point of football is scoring goals, so why find a (new) way to remove them so often ?

We have enough negative teams in football, that do that already.

Why should a team be robbed off a trophy, or get relegated , or an important league match which can cost clubs millions all because you’d rather see goals given that shouldn’t be?

If a player is offside - why should he and his club benefit by allowing the goal ? It’s completely unfair.

Check out the Championship play-off final from last season. Possibly the richest match in the world which saw shocking use of var

Pretty much my thoughts. My gut feel is, it probably the right decision. But extremely tight. I guess thats good, we used to see certain teams get decisions from officials like below. Now it’s millimetres…

But why not be transparent about it. Just like referred VAR Decisions. They just have to let the fans know whats going on and the thought process on how they are reaching those decisions…

Yep, I have always said that the referees know laws and guidelines better than anyone. Certainly better than commentators, pundits and 99% of fans. They are generally cool, level-headed and can communicate well. Let them explain how they get to their decisions in real time. We will probably all be surprised how little we actually know about the laws and guidelines.

And we may just get back to the situation where we can accept what we perceive to be mistakes if its clear they are just a matter of judgement.
