Well that's to overturn a decision. As far as I can tell, he never even made one. Didn't signal a penalty, didn't signal a corner.

No, VAR can intervene even if the referee does not give a decision. In fact, that was the main reason given for VAR: to pick up infringements the ref couldn’t see.

The ref didn’t immediately give the penalty on Grealish and no doubt they will come out later and say VAR found there was no “clear and obvious error” to require the ref to via the incident.

The threshold allows them to pick and chose when to have VAR intervene.
 
Question to those watching on tellie. Did the commentators say no pen straight away?
 
Saying on Bien been told to leave decisions to officials on pitch. In that case they need to make them as they have got used to relying on var

NBC sports ex-football commentator said, whilst VAR was reviewing, that it is a penalty for him. Then when VAR said no penalty, he said he was very surprised.

I'm watching it on Premier1 with scholes and Ian Wright.

Both say definitely a penalty but not given as they were trying to cover up the missed foul on Traore moments before.

That's almost certainly it. He's a piss weak referee. Changed his mind on a throw in too because of the crowd.
