I absolutely agree and I think Neymar should have been booked, but that's the power he holds over officials.

Bigger problem is if the ball goes out of play and restarts it can't be reviewed.For anyone arguing the ball needs to 'go out' in order to 'review' something, proof positive in the Panama game that it doesn't as the ref decides what's what.

Been a few examples already where play has been stopped mid game to do a VAR review.
I'd say pretty big tweaks.Small tweaks, sure, but it's just showing how dissenters 'walls of resistance' are being toppled one by one.
