Not really, they always offer qualifying supporters a package to away Euro trips. They’d have had to announce if it was the only option, which they clearly didn’t.

I don’t think they know yet if it’s the only option which is causing the delay.

Just spoke to City about another matter, but asked when the Final tickets would be released and he said when they finished dealing with the Everton game, so could be Tuesday or Wednesday

I'd say there is little reason for them to put that statement in if it wasn't being lined up to be the only option. I think we all hope thats not the case.

I’m going with independent travelers will be able to purchase a ticket.

1) ‘Offering’ - I don’t take that as meaning this is the only way to get a ticket

2) UEFA has an OPEN ticket sale on 24th. Don’t see how those will be forced to travel in a bubble, on a day trip, from many countries around the world

I have to agree with that! I say boycott buying tickets if you’re forced to go there and back in a day and can’t travel independently.......it will just ruin the whole experience. I’d rather watch it at the Etihad on the big screen!
