The consumer is the end user so if there are lack of drivers the product is not getting to the user so there is a shortage ? the gov are doing fuck all to get more drivers in so this will get worse

We've had to return a campervan today, with a full tank. Texaco in Bideford had no diesel. Morrisons and Asda both have queues out to the roads, so we took it back only half full. The lady was very understanding and will fill it later.

If you cant get fuel at your local station, then its extremely unlikely the petrol station down the road wont have any either (Bar today where the idiots are out). Big difference between a petrol shortage and driver shortage.
