No he isn’t.
Both the premier league and City can appeal the decision.
It cannot be taken to CAS though.

I am not sure that City would have any grounds to withhold any documents re finances if requested even if they were thought by City to be irrelevant

The phrase financial records of any club is key here right? There could be a whole bunch of stuff that doesn't apply that might be requested but we'd consider not financial records. Also it wouldn't mean they could inspect Etihad's records for example as we don't have them
 
Our owners are in it for genuine reasons , developing a run down part of east Manchester, have the PL actually considered the fact that IF they succeeded, that jobs would disappear over night ? Or do they prefer the Tottenham model - where Levy wears the club round his neck like a beastie boy Volkswagen badge ? It stinks , do they actually understand the ramifications if they get what they desire ?

I’m sure others will have different views, but Paddy Power take the absolute piss out of everyone and are normally pretty funny with it.

Out of all the media, at least they are consistent
 
I once watched a movie and the ending was bit messy , full of climax.
The moral of the story was , never swallow loads before checking your throat size.
