Was there ever a major building project anywhere that actually came in at a lower cost than original budget?
Yes the recent Queensferry Crossing between Edinburgh and Fife came in considerably under budget.

Mind you that was only because most construction projects in Scotland were coming in way over budget including the Edinburgh Tram project; the Kincardine, Alloa, Stirling rail link; and the Scottish Parliament building had come in way over budget. The latter was around ten times the original estimate!

Alex Salmond was determined that the Queensferry Crossing would come in on budget such that this was set so high that it would have been by far the most expensive bridge of its type anywhere in the world. Surprise, surprise, it came in well below the budget price!

And yet people still say Salmond & Sturgeon stink to high heaven (like rotten fish in fact) to this day.
