Generally, yes, although you do get speed increases between the gantries. Ultimately, they'll go to average speed cameras, they just weren't available for changing speed limits previously.

Statistically, they're also safer than normal motorways (and definitely than high speed A roads) but they appear to be the engineering equivalent of us and FFP as far as the media are concerned...
The lack of hard shoulder is their biggest issue. Nowhere safe to break down.

You should see the stats on the number of people killed and seriously injured on the hard shoulder.

There's only one point I ever want anyone to take from a discussion on smart motorways - the hard shoulder is not a safe place. Don't stop on it unless you have to and, if you do, get out of the car and stand behind the barrier to the rear of your own vehicle.

Oh, for sure, but it’s safer than stopping in the near side lane.

A hard shoulder was generally regarded as a safe haven (rag managers exepted obviously)
Now, your at the mercy of the smart operators, and it's fucking scary.
 
Many of the newer cars even read the speed signs and you can get it to set the speed limiter. Works really well.
You're correct. Got a brand new merc while mine was in for service, and it practically drove itself. Warned me at every speed limit change, whined like an ex missus if I was 1mph over the limit.
For a dozy **** like me it was brilliant

You provide a 'safe' place and people stop on it to check maps, let their kids piss etc etc. Rarely do you need to stop right there and then on the motorway and, if you do, the speed limits and warnings come on automatically until an operator can confirm the details and set appropriate signals or cancel it.

That is reliant on people doing the displayed speed, which is back to the original posts in here and not driving under red-x, which the cameras will also pick you up doing

How long it takes to put the red X up will determine how safe you are.

None of that relates to my experience of driving on motorways for 40 years, but I'll take your points.
I've never seen anyone stopped in the hard shoulder checking a map, or having a piss.
I have seen however, an artic pile into the back of a family hatchback that had broken down and pulled into the inside lane of a smart motorway.
When you've witnessed that, it makes you think, is all.
