Every club that has played in the PL since the first charge could, but in reality it would be very hard to prove that one club lost more than another, short of the PL taking every point of us during the entire time of the charges, it is a can of worms that could take decades for a formula to be agreed. Dozens of clubs have admitted breaching FFP rules in the last decade, others have admitted breaking rules about using ineligible players or fallen foul of other PL regulations. You could argue that all these cases could have affected a club's final position in the league table and so impacted on everyone financially. So why is it just City being targeted by other clubs for possible legal action (assuming we are even "found guilty.")
