It's not that complicated really. What happened in 2023 when he submitted his complaint?This is a pretty specialised area of EU law. I imagine Tebas has received some pretty good advice before communicating a complaint. He may be a loathsome individual but I doubt he is an idiot.
As a layman's guess, I would say he may have a case against PSG but, even then, it's hard to imagine the EU getting involved when UEFA think they have them under control now. Very unlikely City would be caught up in this imho if only because of the state owned angle and the imminent clearing of sponsorship malpractice for the second time. But what do I know? :)
