The investigation led to the appointment of a (sort of) independent tribunal, which heard the evidence and that process finished over a year ago. Obviously we're still awaiting the outcome of this but the actual investigation finished when the PL handed it over to their panel.
However, he's clearly quoting senior club sources (albeit off the record) that are questioning the PL's actions over this and their lack of consultation, and saying that the PL leadership has to go if we're cleared of the most serious charges. It sounds like many of the club execs are heartily sick of this whole thing and even questioning whether Masters even knew what he was doing.

The 115 is just a weapon to be used in that crap thrown at us. As it stands we are innocent until proven guilty and not a single 115 charge has been proven.
They just want us to go away and not compete, which is what the entire thing is designed to do.

We are all waiting."Given the process is expressly said to be rule W (see initial announcement), it would probably need every club (shareholder) to consent to a change of process to a new "off piste" arbitration. Regardless, as detailed above, it didn't happen. It was all as expected - hearing and long awaited decision.
