Problem is - the importers will have an identifiable amount of tariffs to be refunded but, when they upped their prices to the consumer, the bill would not have been itemised to include the effect of tariffs. Because the act he is quoting allows tariffs to be temporary only. After 150 days they cease unless Congress renews them.the weird thing is that, if they had these alternatives, why didn't they just put them in place instead?
