It's not a moment of madness/loss of concentration. It was a conscious decision of a sustained period of thrill seeking and endangering life in a one tonne killing machine
It wasn't a deliberate act to kill someone, but due to the decision making of the driver, who ultimately is responsible, to drive in such a fashion for a considerable amount of time, the sentence really should be a minimum of ten years per victim and none of this concurrent crap
Drive like a maniac and kill = long prison term
When you are granted a licence to operate a vehicle in and around the general public, you also take on great responsibility and trust
