Exactly this, but it's already clear that they aren't. Even Roberts is being quoted at £11m, despite only £2m being upfront. Meanwhile Depay is being quoted at £36m, with very few even mentioning "possibly rising to £58m". No doubt that would just be called £58m for us

Yes but the headline is nearly always "£36M Anthony Martial" and "£25M Memphis Depay" compared to "£49M Raheem Sterling" and £12M Patrick Roberts"

And now United are quoting the up front payment of £36m and the press are just wiping the extra €30m in add ons from existence. Just have to laugh at how pathetic they all are, when we win the League none of this will matter.
