We bought Mooy, and then loaned him out. The situation this would cover is if we loaned him from Melbourne.

We have had plenty of loans of City players OUT of the Premier League, so if Spain introduced this rule, we'd have to make changes, but as someone has said, Lampard is the only one that would have fallen foul of a PL rule.

The reason it’s such a high amount of votes (14) required is to make it difficult to vote new things in unless they are for the benefit of all parties
Like for example a rule change mid season to prevent one team from doing something within the rules.
 
Whoever the independent regulator is they should have no allegiance to a club, no knowledge of the game, never have played the game, no idea what offside is, sexist i know but no penis, no legs or hands, and barely a head.
