Plus he didn't know if the guy managed to grab his gun. He made sure the guy had zero time to recover and got the job done.Ordinarily no and I'm sure the officer involved would say the same.
However he was near knocked out and unsteady on his feet.
His mitigation will be he was concussed, not thinking straight, concerned for his and other officers safety, etc.
