Yes it is, as it is for any other force involved in football matches, there is a code of conduct and a duty of care involved, there is also the law and burden of proof for any offences, it doesn't state 'with the exception of football fans', if they are only capable of carrying out this role with the blanket and indiscriminate lashing out on innocent bystanders then my point stands, for all of them.

we are citizens first and foremost and should be treated accordingly
however i have complained for years that as a football fan you are treated as a second class citizen
the time we needed police presence last night was to organise the crowd as it was trying to get into the away end and yet there were none to be seen as the crush got worse and worse, it felt incredibly dangerous and no-one gave a fuck apart from the city fans imploring the watching stewards to do something
yet as we left the ground, for no real reason, there were about fifty police in full riot gear as city fans calmly and quietly strolled past, pity they weren't there three hours earlier

Totally mate, it's almost as if it's acceptable for some to lose their compassion, humanity and responsibility just because it's football, and that goes for both fans and Police.

I am an Amsterdammer, I am an Ajax fan. I've seen many European clubs travel to the city and match-days where nothing goes wrong are rare. From the police's perspective, it's far easier to contain the English visitors rather than the Ajax fans. It'd be a waste of time, as the groups looking for trouble know every alleyway they can jump out off. The Citizens can just be beaten into the pubs until the area is clear.
It might've been a bit hard on some Citizens who did nothing wrong, but comparing this completely standard event to what happened in Madrid is lazy and makes you look uninformed. We drew Madrid the past two years as well, we know what the Spanish police is like. City, with all due respect, have no history in Europe and your fans probably haven't made many trips.
