Barca would be playing a dangerous game (and one that they are completely outgunned at).
Chelsea taps up and signs away a promising striker of City's... City retaliates by waging a campaign(which was ultimately unsuccessful) all summer to sign away their biggest star. Now FIFA says that Chelsea is closed for business for the next 2 transfer periods... anybody doubt that City will be doing everything they can to attack Chelsea's player roster when they can't even fight back or replace departing players?
If Barca comes for Robinho and attempts to unsettle him... they'll be reaping the whirlwind.
