I think the implied media narrative is that City are so good that regardless of the opposition it is treated like an underdog story. Imagine Liverpool playing Oldham in the FA Cup and you would have similar commentary if Oldham went a goal up and had a contentious penalty not given. There would be a slightly different narrative if Salah is smart and wins that penalty though.

It is very annoying but a compliment in some respects as a City domination and win is the expected and therefore not worthy of note. It's the dog bites man/man bites dog scenario.
