I take it there are rules about preventing this sort of thing which actually undermine the whole point of a competitive league.
Reserve teams can play as high as League 3 (VFB Stuttgart and Borussia Dortmund reserve teams are in League 3 at the moment).
The lower leagues are played in several regional or local divisions. It could happen that, let´s say, on the 8th tier, there is a club with his first team and reserve team on the same level. They then play in Division A and B for example.
For Bundesliga teams the reserve team is a U23 team. At smaller clubs there is usually a big difference in quality between the first team and the reserve team, so that they won´t play on the same level.
In the german cup reserve teams had been banned some years ago.
The first round of german cup is played by 64 clubs. The 36 Bundesliga clubs, the four best teams from League 3 and 24 winners from the cups of the regional football associations. It is a gift for small clubs. They get a Bundesliga club at home (guaranteed), tv coverage and the money earned with that match usually is enough to finance half of their whole season. When League 3 was introduced, there was a protest against reserve teams of Bundesliga clubs in it and the Bundesliga clubs said, okay, therefore let´s take the reserve teams out of the cup.
