Correct. The expiry of his buyout clause won't make him cheaper.

In a world or no financial restraints I would pay it without blinking. Is he worth it? Nope, could we do with him? Probably yes. Will city pay the buy out clause? doubt it.

Confederations Cup showing shouldn't be something to judge him, it's hard to play with all this drama going around him and his transfer.

But problem is he never played particularly better for Uruguay. He's pretty average as soon as he moves from his Napoli comfort zone and style, something he certainly won't get in City or Chelsea. He might be good for Madrid or Rags though, they play style of football that fits him.
