My take is that they are still awaiting UEFA to come to an arrangement with the Portuguese authorities over bubble, no bubble or mix of bubble and stand alone tickets. Chelsea made no announcement either so has to be that. Dont think the two things (Everton and the final) are linked. They just dont know all the details about the final yet.
