I think he is getting confused LC - it is a salary freeze, i.e. the salary level this year has to be the same as next year, so we can replace players leaving (or excluded from squad) salaries with new players salaries; nowhere does the sanctions say we cannot play new players in the CL

Nothing like that in the club's statement

He's equating no rise in the wage bill of the squad to meaning no new players.
Meaning he's stupid.

Manchester City have agreed to pay 60 million euros and reduce their squad for the Champions League next season as part of their punishment for violating Financial Fair Play rules, in a settlement announced by UEFA on Friday.

The European governing body will limit City to 21 available players in their Champions League squad, instead of the standard 25.

City also agreed not to increase their current wage bill for two years, and to "significantly limit spending" in the transfer market, based on a calculation of their "net transfer position."

The club said on its website that it agreed not to exceed spending 60 million euros net in the upcoming summer transfer window.

Should City comply with the regulations over the next two seasons, many of the penalties can be ended, and UEFA will return up to 40 million euros. If, however, City continue to operate in violation of the FFP rules, the squad limitations and other penalties will be extended to the 2015-16 season.

City must show that they have operated at a loss of no more than 20 million euros for the 2014 financial year (ending May 31, 2015), and no more than 10 million euros for 2015 for the penalties to be rescinded. The standard acceptable rate of loss to avoid FFP sanctions is 30 million euros per year.

Lescott, Barry and Richards are all leaving that frees a lot of space for new players

Well to me it seems once you get past the sky sports headlines of a £48.8 million fine it actually looks like we've come out of this ok.

The club will have thought long and hard about whether to fight this and they are much better positioned than us to decide not to take it further. I fully expect that the conditions of our pass for next year are 100% water tight and if so I trust the club to get us where they expect us to be next year at this stage. Yes we all would love to give Uefa and FFP a good kicking, but this really isn't the time. Leave it others and show the class and dignity our manager shows in adversity and move on.

We sign Mangala and Fernando in the summer and that adds a huge bit of strength to our squad and starting 11. Nothing in those sanctions impacts our plans for next season apart from the 21 man squad which im sure we will be fine with.

Maybe, we as a club might not appeal against this, but what's going to stop us aiding say a players agent from dragging UEFA through EU courts to get the FFP laws shown for what they are, when said agents client loses the transfer and contract of his dreams because certain clubs need to rein in spending to conform to these ludicrous regulations and therefore restricting trade.

So Fernando, Sagna and potentially Mangala will not be allowed to play in the CL and what we have now will?
Surely mangalas wage replaces lescotts.........Sagna's replaces Richards and Fernando,rodwells??? The likes of nastasic Rodwell and maybe even jovetic gonna get a lot of prem games this season!! Although yes jovetic would be in my CL squad (just an example)
