You do it by having cheap ticketsI disagree. There's a balance between meeting the demands of casual fans and having huge half empty soulless stadia. I dont think you strike that balance by having a stadium big enough to take in the number of fans that wanted to watch, for example, City v QPR. At the moment most of our PL games just about sell out which for me suggests that the current capacity is about right.
And 3000 away ends are FAR too small, especially as you hear that City give away 1/5 of that (depending on the game) away to corporate.
Barcelona average 25000 empty seats, Real Madrid 18000, yet nobody ever seems to have anything to say about either of those clubs about it.
Dortmund is the size of Sunderland yet has the largest average attendance in Europe. Tickets are cheap, away end is big.
