The 2008 UEFA Cup final was several thousand short of capacity. It was definitely less than 45,000. There was a significant number of seats taken out for advertising hoardings, plus seats removed around the tunnel area for the presentation space (plus some removed for the video boards - this was the first game that used video boards at City).
A capacity of about 45,000 was imposed on the stadium for that game and, according to Year books at the time the official attendance was 43,878. Some newspapers reports had an estimated 47,500 (some had 45,000) but the official figure at the time was 43,878.
The QPR 2012 attendance was 47,435 - proclaimed as the record crowd at the time.

I find it hard to believe they didn't have any segregation for a game like that.
