I think you might be right. I did read something about Germany's early success being partly down compliance.
That seems to be changing as less and less Germans are following guidelines.

Just read Germany track and trace system collapsing and people being urged to advise close contacts themselves
Seems this problem is everywhere and ain’t going away anytime soon

Trafford 432 - down from 436. Last wk 370. Up 62.

Stockport 435 - up from 411. Last wk 329. Up 106.

Manchester 493 - down from 503. Last wk 494 DOWN 1.

Tameside 527 - up from 526. Last wk 427. Up 100.

Bury 551 - same as yesterday. Last wk 472. Up 79.

Bolton 578 - up from 567. Last wk 531. Up 47.

Salford 601 - down from 606. Last wk 546. Up 55.

Rochdale 605 - down from 608. Last wk 565. Up 40.

Wigan 675 - up from 669. Last wk 524. Up 151.

Oldham 703 - up from 682. Last wk 529. Up 174.


This table shows much more clearly than the raw case numbers which of the boroughs are doing well and which are not across the past week.

It is not just the higher the number that matters to put somewhere on watch but whether it is moving up or down and how fast.

Stockport with the biggest rise after the two real in trouble boroughs shows as does Manchester not being at all in the trouble its raw numbers suggest.

Dr Van Tam would beg to differ. You yourself said Cornwall didn't need to be looked keen down. There's another 3rd of the country in the same boat.
Anyway with all the tossers breaking the rules it wouldn't make any difference if it was locked down.

I am obviously living in a fortunate location - perhaps also not going out and about enough to notice all these infringements

Genuinely - in supermarkets etc. and generally in our town - my impression is only one of conformance
 
Other news from the numbers around the UK.

On Merseyside Knowsley became the first place in Britain to enter the 4000 club - its pop score rising to 4021. Though its cases were down at 117 which is about two thirds of where they were when Merseyside entered tier 3

Liverpool was at 282 cases and the gap to Manchester at 441 was the largest it has been in recent weeks. Liverpool was higher than Manchester today prior to entering tier 3. Its numbers were also good enough today and Oldham's bad enough that Oldham is now 86 Pop Score points ahead of Liverpool given the different directions GM and Merseyside cases have gone in past 10 days.

Wirral also had its lowest numbers since Tier 3.

Warrington meanwhile went in the other direction (hence its entry into tier 3 was fast tracked).At 189 cases today that is more than double where it was last week.

Nottingham - also going into the upper tier had 224 cases today which is up on recent days but under the 314 it had last week.

Leicester also fell for the second day to its lowest numbers in two weeks (125).

In east Lancashire Blackburn cases were down on its recent numbers in the 200s to 163 but enough to up its Pop Score up by 108. At 3987 it will join Knowsley in the 4000 club tomorrow.

Rossendale had a better day though. 35 cases - half what it was in past days. Though it will be in the 3000 club by weekend.

Van Tam is one lone voice it seems, although he has left the option open . As i have suggested , cornwall can be protected that is the beauty of their location
