leipzig sometimes have gentlemen’s agreements with their players and the gossip is they won’t inflate the price.

Barcelona have a history of lowballing clubs, particularly recently because they are skint, thinking that because they are the mighty Barca the player will be desperate to join them and agitate for a move at the lower price. Arrogant and, in the last couple of years, not particularly effective any more as they aren't quite as attractive a they once were.
