They're not "testing of the water", they are opening bids, if one happens to be good enough and we get the player its the right bid. If we don't, and need to go higher, we're still capable of going higher, and we still get the player at the right deal. Why are people obsessed with fee's, its not your money, its what City are willing to go to.
