Yep, De Rossi is right up there in the terms of the quality.
However, De Rossi's recent favourable comments about the Premier League I believe were just friendly lip service, having been asked before the Italy v England game.
A bit when Mancini was in the States and said how good it would be to sign Landon Donovan.
City aren't going to spend £30m on a guy they could have purchased for £8m less than six months back, out of some sort of agreement De Rossi felt to earn Roma serious cash.
Fanciful, surely?
There's also the fact that De Rossi is in the middle of a custody battle for his daughter in Rome so I doubt he would leave.
