Rice has been hyped beyond belief just because he's English.
Wouldn't get in Madrid's side, or Barca's. And we're better than both. Playing him next to Rodri, he'd just get in the way.
It would also negate the way Stones has been playing.

If Arsenal can’t agree a fee then we should stay away. Think of the players who wanted to join us but we got outbid by United. It didn’t end well. He himself should decide to stay where he is until Arsenal can put some pennies in the piggy bank for next season.
