Chibnall was a terrible choice, every episode he wrote was god awful and bland prior to taking over and then decided to rewrite the cannon completely.
Yep, the writing was on the wall before he even took over. Moffat had wrote The Empty Child, Blink, and Silence in the Library when he took the reigns. Chibnall had wrote Dinosaurs on a Spaceship. I know the BBC wouldn't give the show to someone who hadn't show-ran before, but it was sad to see Jamie Mathieson not even get a shot at writing a single Whittaker script after penning so many gems for Capaldi. He was the closest thing to a "Moffat" figure that the Moffat era had - i.e. an auteur who came in every season and knocked up another classic for fun.
