The statement confirms he breached the rules. What the police don't say is what they would have done if they had found him wandering around Barnard Castle, they dont say it as the answer is they would have fined him.

The report I have read states the following:

On the issue of whether it was an offence for Mr Cummings to drive himself and his family from London to Durham to isolate on his family's farm, Durham Police said it did "not consider an offence was committed".

PM aide Dominic Cummings' trip to Barnard Castle "might have been a minor breach" of lockdown rules, Durham Police has said.

Not sure where it states he breached rules. No offence committed on the drive from London to Durham and regarding his trip to the castle it states 'might have been a minor breach'.

many on here, and in the country generally, do no such thing.

That's the way it should be, I like many voters i suspect were prepared to cut him and the government a bit of slack given the unprecedented situation and issues they faced everyday. But this was a very straight forward easy decision, and to put it simply he didn't make the right decision.

Many people do or did hence the GE result last Dec, why is this such a surprise to you and others on here? So yes I had some, I also know someone very well who worked closely with him in the MOL office. But I change my opinions on people including politicians, based on their behaviour and actions.

When they say "might have been a minor breach". That means that they believed he did breach it, they use the term might because it isn't tested in a court of law.
 
No, I’m following the Prime Minister’s advice of judging for myself. I’m surprised that you are so quick to accept the explanation about the Durham trip when so much else that he said was demonstrably untrue.

Also, for someone who said they weren’t arsed whether he was telling the truth or not, you seem surprisingly keen to tell people that the childcare explanation is legit.
Almost as keen as others are to say it isn't?
