The statement confirms he breached the rules. What the police don't say is what they would have done if they had found him wandering around Barnard Castle, they dont say it as the answer is they would have fined him.

Not sure where it states he breached rules. No offence committed on the drive from London to Durham and regarding his trip to the castle it states 'might have been a minor breach'.

Almost as keen as others are to say it isn't?No, I’m following the Prime Minister’s advice of judging for myself. I’m surprised that you are so quick to accept the explanation about the Durham trip when so much else that he said was demonstrably untrue.
