Referees to do post match interviews.
Referees to be ‘ miked up ‘ so fans can hear what is being discussed and why.
Captains only to speak to referees.
Captains allowed 1 ‘Review Call’ each half
Injured players requiring treatment don’t have to leave the pitch.
Digital clock to record time wasting, injury time, substitutions and ‘ ball out of play ‘ time. 15 minute sin bin for Orange Card offences.....ie diving, disputing decisions.

Some decent ideas there. Refs being miked up is key to the game improving. They don't do it because of the choice language which TV companies don't want to broadcast. But they should do it, and tell players they'll be booked for disrespecting the ref. Then the language stops and respect grows, which will spread down to grass roots level. They can do it in Rugby because the players know they cannot disrespect the referee. The captains have a conversation and the ref runs and controls the game and tells them what's what. With that being said, I don't agree with a "review call". We have VAR to check the big decisions, anything else you just have to accept. Challenging the ref continually just puts more pressure on them and leads to the mindset of them always being wrong and making bad decisions, which isn't good for the game.
The stop clock I'm not sure about. Refs should be punishing time wasting, and added time should be sufficient to cover substitutions. It should just be managed better by referees. If City were battling relegation or ahead in a tight game and looking to slow it down, I'd be fine with us feigning injury and taking our time over set pieces if it got us the result. It's for the ref to be strict on, the same with diving. For some reason the retrospective bans for diving have disappeared, but that needs to be re-introduced as that's part of the game that needs stamping out.
The main change I'd like to see, which has been mentioned by others, is for the attacking team to be able to take a free kick whenever they like as long as there are no infringements (ball moving etc). I don't know why the refs feel like they need to control that situation by measuring the wall etc. If an attacking team wants to take it quickly, that's their right. They've been awarded a free kick, for foul play, so they deserve the benefit of that. The defending team shouldn't be given time to set itself, it's up to them to react to the situation.
Sin bins would be a good idea too. Maybe a 5 or 10 minute period for certain fouls.
