It is when Foden is better than Bellingham in that position. Play your strongest team and that's Phil in the middle

Agree.
But it doesn‘t even need a call on who is better in that particular role. Fact is, we‘ve got at least 3 very good options at 10 (Bellingham, Foden and Palmer) and no-one who can play alongside Rice. Absolute no-brainer that Bellingham be moved deeper and Foden starts as the 10.
Of course, Grealish would then be the best option to play on the left, for balance if nothing else. But Eze or Gordon would be ok. And obviously preferable to watching Alexander-Arnold, Gallagher or Mainoo in the middle, all of whom are nowhere close to being good enough.
 
Ian Wright has just said that Foden has to go to the next level (gesticulating upwards) playing with England - surely he means lowering the level to the rest of the team, one or two players aside!!

Yeah madness, in fairness to Keane and Neville they said talk of taking Foden out is ridiculous.
