The bidding war is between the interested clubs and Haaland, not BVD
If City, Real and Barca all want Haaland and he agrees to terms with City but City offer €100, while Real are willing to offer €130 and Barça are willing to offer €150 then BVB will stall the deal.

Having multiple interested parties is never a bad thing for the seller.
 
How would that make a difference?

if it’s real all a club needs to do is deposit the money in BDs bank and take the player. There would be no need to pay a penny more.

if it’s untrue then it pays BD to get as much as they can by playing clubs off against each other.

But if he agrees terms with City the other clubs won't make bids of any amount

Pretty much, but very broadly speaking.

Up to the player then not to get itchy feet or change his mind. And up to City to get an offer accepted by Dortmund, with whatever incentives.

Madrid and Barca (sayn they had the money) wouldn't make offers to dortmund, without the player at least giving them an indication of willingness to join. And with his agent, I doubt he takes deals off the table.

So yes, if any club is going to land him, they'll have to be resolute and not drag it out.
