From what I heard they can't/won't put another tier on top of the current side tiers, they would just extend it up by the number of rows possible, so the expansion number is limited, so if it says over 70,000 then I guess it will be between 70-80,000, hopefully 1 more seat than the Rags have ;).

This is a quick and dirty overlay of the proposed section at the top with the existing one below. It looks slightly deeper(or maybe not?) but definitely closer to the pitch.
