Has it been explained yet what the importance of the two people that had reserved the seat being Polish, or the fact that it was an Off Duty Policewoman with a badge that moved the OP away?

A police officer off duty has no more power to arrest than any other citizen, and a citizens arrest can be made by any member of society using force reasonable in the circumstances.
(Though I accept that a RM would tend to take more notice of a statement by an off duty Police officer than they would from a member of the public with a long line of GBH etc on their list).
