The point being made is that it can be used as leverage for the player.
For something to be useful as leverage there has to be a genuine possibility of it happening otherwise its nothing but an empty threat. They threaten levy with that, he will laugh at them.

There has to be a first, how high profile if the England captain was that very one. This could be a line in the sand moment for the game. The common gripe these days is that the players have too much power, imagine if this ruling became common place 'player power' wise.
Hopefully City tell him ‘if’ he goes down the Webster ruling route then we won’t be signing him.
I don’t want Kane but I’d say exactly the same about any player, Haaland or whoever.
It would/will ruin football.
